Author's Response: Personally, my take on Luna is, flakey or not, she's very intelligent, or she wouldn't have goten into Ravenclaw. In some ways, she's also the perfect counterpoint to the pragmatism the others can sometimes have. She also reminds me in a way of Tom Cullen from Stephen King's The Stand. I think that what's going on below that dotty exterior is a highly active mind, constantly seeking out information, making connections others wouldn't. While she's doing that, she spares very little attention to the outside world while she's doing that. If you've read The Stand, you can see that Luna operates at a much higher level than poor Tom. A level of magnitude or two, actually.
